Developing a Framework to Evaluate the Impact of a Telemedicine Network


Geneva University, Réseau en Afrique Francophone pour la Télémédecine (RAFT) and AKDN eHRC are collaborating to develop a framework to help evaluate the impact of a telemedicine network on maternal and newborn mortality and morbidity.


The project aims to provide tools to enable quality impact evaluations of eHealth interventions. Team members have conducted literature review and started developing the framework which, once complete, will be tested across various sites in Africa, Asia and South America in 2016.


In order to develop a comprehensive framework and toolbox for eHealth impact evaluation, several entities involved in health IT evaluation will collaborate with AKDN eHRC. These include Geneva University; Geneva University Hospitals (HUG); World Health Organization (WHO) through the WHO collaborating centres for eHealth; the United Nations specialized agency for information and communication technologies; experts from the International Medical Informatics Association; and the Working Group on Technology Assessment and Quality Development.


AKDN eHRC will bring real-world cases to the project, ensuring the framework developed is generalizable and can be tested in different contexts. AKDN eHRC will also contribute to the development of eLearning material for the project’s capacity building component.
